    A Qualifying Life Event (QLE) is a significant change in your life that may allow you to enroll in or change health insurance outside of the normal Open Enrollment Period. Qualifying Life Events can trigger a Special Enrollment Period (SEP) for Health Insurance Marketplace® plans, employer-sponsored health insurance, Medicare in certain situations, and other health coverage programs. The specific events that qualify—and the time you have to act—depend on the type of coverage.

    What is a Qualifying Life Event?

    Most health insurance plans only allow enrollment during a designated Open Enrollment Period.

    A Qualifying Life Event creates an exception by allowing eligible individuals to enroll in or change coverage after experiencing a significant change that affects their health insurance needs.

    When a Qualifying Life Event occurs, it may trigger a Special Enrollment Period, giving you a limited amount of time to make changes to your coverage.

    Not every life change qualifies. Eligibility depends on the health insurance program and the circumstances surrounding the event.

    What events qualify?

    Although rules vary by program, common Qualifying Life Events include:

    Changes in household

    • Marriage
    • Divorce (in certain circumstances)
    • Birth of a child
    • Adoption
    • Placement of a child for adoption or foster care
    • Death of a covered family member when it affects eligibility

    Loss of health coverage

    • Losing employer-sponsored insurance
    • COBRA coverage ending
    • Loss of Medicaid eligibility
    • Loss of CHIP coverage
    • Losing student health coverage
    • Certain other losses of minimum essential coverage

    Changes in residence

    • Moving to another state
    • Moving to an area where different health plans are available
    • Returning to the United States after living abroad
    • Moving into or out of certain institutions, where applicable

    Other qualifying circumstances

    Depending on federal and state rules, additional events may qualify, including certain changes involving citizenship or lawful presence, release from incarceration, or other exceptional circumstances recognized by the applicable program.

    How does a Qualifying Life Event work?

    After experiencing a Qualifying Life Event, you may become eligible for a Special Enrollment Period.

    During that enrollment window, you may be able to:

    • Enroll in health insurance.
    • Change health plans.
    • Add or remove dependents.
    • Update household information.
    • Apply for financial assistance through the Marketplace, if eligible.

    Enrollment windows are limited, so acting promptly is important.

    Do Qualifying Life Events apply to all health insurance?

    Many Qualifying Life Events trigger a Special Enrollment Period that allows eligible individuals to enroll in Marketplace coverage outside the annual Open Enrollment Period.

    Employer-sponsored health insurance

    Employers generally follow federal rules that allow employees to make benefit changes after certain Qualifying Life Events, such as marriage, childbirth, or loss of other health coverage.

    Medicare

    Medicare uses Special Enrollment Periods for certain qualifying circumstances, but Medicare's rules differ from those used by Marketplace and employer-sponsored plans.

    • Marriage certificate
    • Birth certificate
    • Adoption paperwork
    • Employer notice showing loss of coverage
    • Proof of a permanent move

    Qualifying Life Event vs. Special Enrollment Period

    These terms are closely related but not interchangeable.

    Qualifying Life Event

    The life change that creates eligibility.

    Examples include marriage, childbirth, or losing health insurance.

    Special Enrollment Period

    The limited period of time during which you may enroll in or change health insurance because of that Qualifying Life Event.

    The Qualifying Life Event causes the Special Enrollment Period.

    Open Enrollment is the regular annual opportunity to enroll in health insurance.

    A Qualifying Life Event allows eligible individuals to make coverage changes outside Open Enrollment through a Special Enrollment Period.

    Without a qualifying event, many people must wait until the next Open Enrollment Period to change coverage.
