What Is the Veterans Benefits Management System (VBMS)?
Veterans Benefits Management System (VBMS) — also called Veterans Benefits Management System, VBMS
The Veterans Benefits Management System (VBMS) is the U.S. Department of Veterans Affairs' electronic claims processing system. VA employees use VBMS to receive, review, develop, decide, and manage disability compensation, pension, education, and other veterans' benefits claims. Veterans generally cannot log into VBMS directly, but information entered into the system helps power many of the claim status updates available through VA.gov and the VA mobile app.

What is the Veterans Benefits Management System?
The Veterans Benefits Management System (VBMS) is the VA's primary digital claims processing platform.
Before VBMS, many VA claims were managed using large paper files that had to be physically shipped between regional offices. VBMS replaced much of that paper-based process with electronic records, making it easier for authorized VA employees to review evidence, process claims, and share information across the agency.
Today, VBMS serves as the central system used by the Veterans Benefits Administration (VBA) to process millions of benefits claims.
What is VBMS used for?
VA employees use VBMS throughout the life of a claim.
Common functions include:
- Receiving new claims
- Reviewing medical evidence
- Requesting additional evidence
- Ordering Compensation & Pension (C&P) examinations
- Reviewing service records
- Preparing rating decisions
- Managing appeals
- Processing dependency claims
- Tracking claim development activities
VBMS acts as the primary electronic case file for many Veterans Benefits Administration claims.
Can veterans access VBMS?
Generally, no.
VBMS is an internal VA system intended for authorized users, including VA employees and certain accredited representatives with appropriate access.
Veterans cannot log into VBMS to view their claims.
Instead, veterans can monitor many aspects of their claim through:
- VA.gov
- The VA mobile app
- Accredited Veterans Service Organizations (VSOs)
- VA-accredited attorneys or claims agents, when applicable
These tools display selected information from VA systems but do not provide direct access to the full VBMS record.
What information is stored in VBMS?
Depending on the claim, VBMS may contain:
- Disability compensation applications
- Supporting medical records
- Military service records
- Compensation & Pension (C&P) examination reports
- Private medical evidence
- VA treatment records
- Lay statements
- Rating decisions
- Decision letters
- Internal claim development notes
- Appeal documents
VBMS is continually updated as new evidence is received and claims progress through the VA decision process.
VBMS vs. a C-File
These terms are related but not identical.
VBMS
The electronic system the VA uses to process benefits claims.
C-File (Claims File)
The official collection of records related to a veteran's benefits claims.
Today, much of a veteran's C-File is maintained electronically within systems such as VBMS. When veterans request a copy of their C-File, the records are typically compiled from VA's electronic claims systems.
VBMS vs. VA.gov
Many veterans assume these are the same system.
VBMS
- Internal claims processing platform.
- Used by authorized VA personnel.
- Not available to the public.
VA.gov
- Public-facing website.
- Allows veterans to submit claims.
- Provides claim status updates.
- Allows veterans to upload evidence and manage benefits online.
Information displayed on VA.gov may reflect activity taking place within VBMS, but the two systems serve different purposes.
Does VBMS decide claims?
No.
VBMS does not automatically approve or deny benefits.
Instead, it provides VA employees with the tools needed to:
- Review evidence
- Develop claims
- Apply applicable laws and regulations
- Prepare decisions
- Document claim activity
Benefit decisions are made by trained VA personnel—not by the software itself.
Why this matters
Veterans frequently hear references to "VBMS" when speaking with Veterans Service Officers, accredited representatives, attorneys, or other veterans. Understanding what VBMS is—and what it is not—can make the claims process easier to understand.
Knowing that VBMS is simply the VA's internal claims management system can also help veterans better interpret claim updates and understand where their evidence is being reviewed.
In real life
- A veteran submits a new disability compensation claim through VA.gov. The application and supporting evidence are received and processed within VBMS by the Veterans Benefits Administration.
- A VA claims processor reviews a Compensation & Pension examination report stored in VBMS before preparing a disability rating decision.
- A veteran requests a copy of their C-File to better understand a prior decision. The records provided include documents maintained within the VA's electronic claims systems, including VBMS.
