The Appeals Modernization Act (AMA) was introduced to help veterans get faster decisions on their claims. It went into effect on February 19, 2019, and changed the way appeals are handled by the VA. The AMA created three different lanes for veterans to choose from when appealing a decision: the Supplemental Claim lane, the Higher-Level Review lane, and the Board of Veterans' Appeals lane.

The Supplemental Claim lane allows veterans to submit new evidence to support their case. The Higher-Level Review lane looks at the existing evidence to find any mistakes. This new system aims to reduce the long wait times veterans faced under the old appeals process, which was confusing and slow.

Veterans who filed appeals before the AMA can still use the old system, but they also have the choice to switch to the new AMA process. It is important for veterans to understand these options to make informed decisions about their appeals.

    In real life

    • Before 2019, filing a VA appeal was confusing. The new Appeals Modernization Act made it simpler with three clear options.
    • John was denied his VA claim. Thanks to the Appeals Modernization Act, he chose the Higher-Level Review lane to get a new decision maker.
    • Sarah wanted to appeal her VA decision. The Appeals Modernization Act meant she could pick the best path for her, like a Supplemental Claim.
